Decision Table on Russian University Entrance Case Introduction
Traditionally, the universities and institutes conducted their own admissions tests regardless of the applicants' school record. There were no uniform measure of graduates abilities; marks issued by high schools were perceived as incompatible due to grading variances between schools and regions. In 2003 the Ministry of Education launched the Unified state examination (USE) program. The set of standardized tests for high school graduates, issued uniformly throughout the country and rated independent of the student's schoolmasters, akin to North American SAT, was supposed to replace entrance exams to state universities http://en.wikipedia.org/wiki/Education_in_Russia.
Official Conditions
According to Ministry of Education and Science of Russia Order, there are rules and conditions for applicants to be enrolled in Higher education institutehttp://mon.gov.ru/dok/akt/5139/ . 1.Applicants need to have secondary (complete) general education certificate.
2.Applicants must have higher than minimum number of points
3.Winners of Russian olimpiads enter the university without any examination
4.Out of the competition (hors concours) those applicants having minimum number of points and relating to (for PROLOGA software we call this group as “A group”):
-Orphans until age of 23;
-Disabled children, disabled people of I and II groups;
-Citizens until age of 20, having one parent of disabled group I;
-Citizens held for at least 3 years of military service under the contract in the Armed force of Russia.
5.Preferential rights to enroll have (for PROLOGA software we call this group as “B group”):
-Citizens discharged from military service;
-Children whose parent was killed in the performance of military duty.
Decision Table
In decision table we are using all the official rules and conditions put by Ministry of Education and Science of Russia. First of all applicant must have Secondary Education Certificate. This is the most important fact. Enrollment to university is done by order and the order depends on conditions of Ministry and free places left.
In decision table Winners of Olimpiads and applicants belonging to group A enter university (statistics show that free places are left), but after applying group B it is possible that there will be no free places left, therefore we have to check for free places.
If you do not belong to above mentioned groups it is better for you to have the maximum points on USE.
NOTICE: We can not use this Decision Table in real life because we are not able to know if there is any place left before every applicant has applied.
